What the public record shows

On 20 August 2026, Economist.kg reported a proposal to restrict foreign citizens and stateless persons from using surrogacy services in Kyrgyzstan. The report describes a proposal submitted for public discussion; it does not establish that the restriction was enacted.

An official parliamentary reference for Bill 5007 and a Ministry of Justice reference for the surrogacy procedure associated with Resolution 616 of 14 October 2024 were identified. The parliamentary page timed out, and the legal database did not provide readable text during this review.

What remains unconfirmed

Current legal eligibility has not been established here.

This source check cannot confirm whether the proposal passed, was amended, was rejected, or entered into force. It also does not validate the current application of existing restrictions.

No claim that surrogacy is “open to all foreigners” or “banned for all foreigners” is made. Residence, nationality, medical circumstances, marital status and the proposed arrangement may require individual analysis.

We have not obtained a Kyrgyz lawyer’s review. References to official pages indicate where to investigate; they are not a statement that their latest text has been verified.

How to verify your position

Before signing or paying, ask qualified local counsel to identify the currently applicable legislation, amendments, commencement dates and any transitional provisions. Ask for the legal basis in writing, including how it applies to your nationality and residence.

Separately ask the clinic for its acceptance conditions and medical licence, and check parentage, nationality and travel-document requirements in the relevant home jurisdiction. Use our legal question guide to structure those conversations.

This record is dated 27 October 2026. It is not a live legislative tracker and must not be treated as an eligibility certificate.
